Chapter 4 · Democratic Structure
We Five — Governance from Village to Nation
Five elected office-bearers at every level. Permanent women-reserved seat. Built progressively, not faked.
A We Five council has exactly five elected office-bearers.
| Role | Description |
|---|---|
| Adhyaksha (President) | Chapter head |
| Up-Adhyaksha (Vice-President) | Deputy chapter head |
| Sachiv (Secretary) | Records, communications |
| Kosh-Adhyaksha (Treasurer) | Two-account discipline (Corpus + Operations) |
| Seva Adhyaksha | Women-only role by board resolution. Leads all Seva activities. Permanent policy. |
| Level | Geography | Membership scale | Reports to |
|---|---|---|---|
| Village We Five | Single village or panchayat | ~50–500 members | Chapter We Five |
| Chapter We Five | Cluster of 3–10 villages or one urban ward | ~200–2,000 members | District We Five |
| District We Five | Full administrative district | ~5,000–50,000 members | State We Five |
| State We Five | One Indian state | 50,000+ members | National Board |
| National Board | bNg apex governance | All members | General Body Meeting (annual) |
At pilot launch (2026), only the Village level and National Board are active. Chapter, District, and State levels activate as the network grows. The founder + co-founder + initial advisors form the interim National Board until elections are practical.
A permanent, board-resolved policy: the Seva Adhyaksha seat at every We Five council — Village, Chapter, District, State, National — is held by a woman.
The reason is operational, not symbolic. Across every village we have surveyed, women already carry the bulk of seva work — health camps, child-safety drives, Nari Shakti Circles, festival logistics. Codifying the role removes ambiguity about who leads it, and makes it irreversible by personality or political pressure.
A Founder/Board resolution is on file. The policy can be amended only by a 4/5 majority of the National Board AND a 2/3 majority of all elected Seva Adhyakshas — i.e. the women themselves hold a veto.
