The PPPP model is bNg's answer to two problems that one-sided funding creates: government grants are slow, and pure private CSR is opaque to the community it serves.

In the PPPP model, the state validates and convenes, private CSR funds the asset bundle (solar / EV / MSME kits), and the people themselves contribute productive hours through the bNg engine. Each leg keeps the other two honest.

The exact funding ratios and accounting splits are governed by board resolution, published on chapter notice boards monthly. State partners receive the same statement.
