Chapter 6.3 · The Working Layer of 2047
The Hidden Engine of Viksit Bharat
How bNg captures India's most under-utilised resource: time.
Strip out the inputs and the answer is uncomfortably big. Each row below is a public-source assumption you can verify (see Methodology & Sources).
- 700 millionrural + semi-urban Indian adults
- × 2 hours/dayaverage idle time captured
- × 300 days/yeardays of meaningful availability
- × ₹50/hourfair-market value (NSSO methodology)
= ₹21,00,000 crore ≈ $250 billion
≈ 6% of India's $4 trillion GDP
At even a 10% capture rate → 0.3% of GDP added back
Every state vision document for 2047 names the same gap: rural productivity. The productive-hours framing is the most direct route between today's idle household time and tomorrow's GDP target.
- Viksit Bharat 2047 (Centre). The PM's framework targets a $30T economy by 2047. Capturing rural productive hours is the only economic lever that doesn't require new capital — it activates capacity that already exists.
- Swarnandhra 2047 (Andhra Pradesh). Released December 2024. Explicit emphasis on rural prosperity and semi-urban capability building — productive hours are the unit of account.
- Telangana Rising 2047. RARE zones (Reskilling And Rural Empowerment) align directly with bNg's hours-to-Barter-Credits engine.
- Viksit Maharashtra 2047. Marathwada and Vidarbha rural-distress zones are the largest productive-hour pools in western India.
- Tamil Nadu Vision 2030. District-level skill-mapping requirement; productive hours are the bridge from skill to livelihood.

Members log time in the bNg app at 2 hours = 1 Barter Credit (BC). BCs are redeemable through the bNg redemption catalogue (solar kits, EV cycles, MSME starter kits) so a household's productive hours convert directly into household assets.
Field check-ins happen at Karyakarta-led drives — village melas, Sukheebhava medical camps, tree-plantation drives, AI-skills cohorts at Konakanchi. Each is logged against a member's wing and counts toward their tier.
- Population estimate (700 M): Census 2011 projections for rural + semi-urban adult population, scaled to 2026 via NSSO labour-force growth rates. Conservative — actual figure is ~720 M.
- Idle-time estimate (2 hrs/day): Time Use in India 2019 (NSO Time Use Survey, Ministry of Statistics & Programme Implementation). The full survey reports 4–6 hrs of leisure / unpaid-care time; we use 2 hrs as the realistically-capturable portion.
- ₹50/hour valuation: NREGA-style unskilled-rural-wage equivalency. The Code on Wages 2019 floor wage was ₹178/day (₹22/hr). ₹50/hr captures the higher value of skill-paired tasks in the productive-hours model.
- 10% capture rate: bNg target. Below the 20–25% rate observed in mature time-bank programmes (Spain, Japan).
These are public-source assumptions. We update them as the bNg member base grows and we have direct activity data.
